Art Glass Blue Faceted Heavy Vase

Art Glass Blue Facetted Heavy. I will preface this by saying I'm not an expert but this appears to have been blown and then cut or ground and polished into facets. It looks to me as if the outer glass is not as dark in color has the inner glass. There's so much reflection and refraction going on that I can't really figure it out.
It's very heavy, weighing in at almost 2 lbs and in good used condition. No noticeable cracks or chips that I can see.

I've tried to do some research on it and I've narrowed it down to either West Elm (discontinued) or fancy Japanese glass retailing in the hundreds. I have no way to tell the difference unfortunately as they look exactly the same. There's definitely a possibility that it's neither of these things. I just liked it.
